My room mate and I are rekindling our adventures in fitness and I'm looking for input on our routine.
So far what I've come up with is a 4 days on, 1 day off schedule:

day 1 - Chest, Shoulders, Tris
day 2 - Back, Bis, Forearms
day 3 - Legs
day 4 - Olympic lifts
1 or 2 days rest
Repeat

We've started with a 10,10,8,8 sort of rep system per exercise with the intent of adding muscle. How often should I add a max test day / heavy lifting day, for strength rather than bulk? I was informed by someone whose credibility is questionable that I should do it once a week.

Well your intent is gaining muscle so don't worry about maxing out weekly. No reason why your last set of an exercise can't be heavier to see what you can lift but leave it at that. Your strength will increase as your muscle increases.
Remember that you really only grow on your rest days, and you don't have much rest in there. Even some pros have more rest than that and they're on all sorts of chemicals. Throw in another 1-2 days of rest per week, you'd probably want some especially in between day 1 and day 2.
You also grow in the kitchen, so make sure your calories increase and you eat meals every 2-3 hours
